WHAT MITIGATION MEASURES NEED TO BE PUT IN PLACE FOR FILM AND TELEVISION PRODUCTION UNDER ALERT 4?

IF YOU WISH TO START FILM AND TELEVISION PRODUCTION UNDER ALERT LEVEL 4, THE FOLLOWING MITIGATION MEASURES MUST BE PUT INTO PLACE.

The resumption of film and television productions means the resumption of jobs across the production value chain, including those required for post-production such as editors, sound, special effects and animators who may work in specialised studios.

Mitigation measures that need to be adhered to are set out in the Disaster Management Regulations of 29 April 2020, Directions issued by the Department of Communications and Digital Technologies on 3 May 2020, Directions issued by the Department of Sports, Arts and Culture on 4 May 2020, and guidelines issued by the Department of Health. In addition, various different industry and mandated bodies have published guidelines for production under Alert Level 4.

The following mitigation measures apply to film and television production under Alert Level 4:

  • Implementation of workplace mitigation measures according to the Disaster Management Regulations (including Regulation 16(6)). Click here for more information.
  • Adherence to COVID-19 Health Protocols. Click here to access Western Cape Government information on preventing and managing COVID-19 infections in the workplace.
  • Regarding content broadcasting, the following applies:
    • Broadcasters may decide to resume content production based upon a risk assessment.
    • Production must be limited to content that can be produced with minimal risk (e.g. telenovelas shot in a studio environment that are easier to handle than location shoots).
    • Broadcasters must identify solutions to ensure the protection of performers and production crews.
    • A work from home approach should be retained to the extent possible wherever there is a high risk of transmission of COVID-19.
    • Broadcasters must work closely with production companies and industry bodies to determine the most appropriate “return to production” strategy and feasible implementation dates.
  • Information regarding the risk of spreading COVID-19, and what behaviour is expected from everyone on set must be made to be visible in common areas and must be copied to all personnel.

PREPARE THE WORKPLACE:

    • Sanitise the environment before the shoot commences and during each shoot day and after wrap each day.
    • There must be dedicated cleaning staff to sanitise and clean bathroom spaces on regular rotation throughout the day.
    • Keep a daily register of all persons granted access to the set with details of their daily temperatures.

TRANSPORT:

    • Where possible, all cast and crew must use their own transport
    • Where this is not possible, transport must be provided by the production in terms of Department of Transport guidelines
    • Any transport arranged by the production management must be provided with a driver and all occupants in the vehicle must wear a mask.

CATERING:

    • Catered meals and craft must be packed in boxes per person with sealed cutlery alternatively the crew and cast must be allowed to bring their own meals.
    • There must be no shared craft and catering areas. Crew and cast must be supplied with their own water bottles.

CAST AND CREW ON SET AND SHOOTING FLOOR:

    • The number of cast and crew must be kept at a maximum of not more than 50 people on set inclusive of cast members.
    • Adhere to the curfew: 8pm -5am


Anybody that is permitted to work outside their home under Level 4 must carry a Permit to Perform an Essential or Permitted Service (click here to download), issued by the head of the company or institution. This permit must always be accompanied by identification.
