SASFED & NETFLIX COLLABORATE ON A COVID-19 FILM AND TV RELIEF FUND TO HELP SOUTH AFRICAN CREATIVE COMMUNITY

Tshikululu Social Investments to administer the R8 million Netflix donation to help support the hardest hit below-the-line workers whose productions were suspended due to the pandemic

Johannesburg, South Africa: July 28, 2020 - Today, the South African Screen Federation (SASFED), supported by the Independent Producers Organisation (IPO), announced the establishment of a COVID-19 Film and Television Relief Fund in collaboration with Netflix to provide emergency relief to the hardest-hit workers in South Africa’s creative community.

Netflix will donate over ZAR 8, 3 million, which will be administered by Tshikululu Social Investment, who will screen the applications for eligibility as well as disburse the funds to beneficiaries.

The Covid-19 pandemic has devastated creative communities all around the world, including South Africa, with many film and TV productions experiencing disruptions that have left thousands of workers without income. Netflix, in collaboration with SASFED and the IPO, will provide a one-time emergency relief grant to below the line workers such as electricians, carpenters, hair and makeup artists, drivers, costume designers and many other freelancers who are paid hourly wages and work on a project-to-project basis. The workers will be eligible to apply for the R15 000 one-time benefit.

Starting from August 3, 2020 the members of South Africa’s creative community will be able to apply by filling out an online application at Tshikululu’s website (tshikululu.org.za) or mailing physical applications. The eligibility criteria will be posted on Tshikululu’s website on 3 August 2020 when applications open.

Unathi Malunga, SASFED Executive Director: “SASFED is delighted about the announcement that the COVID-19 Film and Television Relief Fund will provide relief for workers in the film and TV sector who are not eligible for other available relief funds. The S.A. economy has been hard hit by the COVID-19 pandemic. The Netflix fund supporting the local film industry brings hope to struggling industry professionals. We hope other potential partners will follow Netflix's example and support SASFED’s broader initiatives which offer assistance to industry professionals across the whole value chain - an initiative undertaken by industry, for the industry. SASFED applauds Netflix's support of the local industry during the global crisis."

Sisanda Henna, IPO co-Chairperson: “Following months of extreme hardship for most of our sector, the IPO is overjoyed that Netflix is providing this desperately-needed relief for those most hard hit by the pandemic – the industry’s below-the-line freelancers to whom no other relief has been available. This is a clear demonstration of Netflix’s commitment to the sustainability of the South African film and TV production industry, and we welcome them – with wide open arms – as a partner in our broader efforts to support the screen sector.”
Dorothy Ghettuba, Netflix’s lead for African Originals:We’re proud to be working with The South African Screen Federation and the Independent Producers Organisation to support the hardest hit workers in TV and film production. South African crews are vital to Netflix’s success and we want to help those freelancers who most need support in these unprecedented times.

In March, Netflix announced a $100M hardship fund to help the hardest-hit workers in the creative community across the world affected by the pandemic, which has since been increased to $150M. The ZAR 8, 3 million contribution in South Africa is part of this initiative.

THE NATIONAL FILM AND VIDEO FOUNDATION CALL FOR DRIVE-IN PROPOSAL SUBMISSIONS

The National Film and Video Foundation (NFVF) is an agency of the Department of Sports, Arts and Culture that was created to ensure the equitable growth of South Africa's film and video industry. In light of the effects of COVID-19 on the film industry, we have decided to use alternate ways to reach our audience through the introduction of a Drive-in strategy.

The Drive-In initiative aims to provide relief to communities hard hit by COVID-19, to offer alternative forms of entertainment whilst creating job opportunities for SMMEs and providing a life-line for filmmakers. Although cinemas have been given the green light to operate under Lockdown Level 3, they will only operate at 50% capacity.

A drive-in initiative will enable the NFVF to follow through on the support for films funded by the NFVF in a measured way, whilst assisting filmmakers with distribution methods for their content to reach audiences. This would also give us the opportunity to partner with different Provincial structures and municipalities as well as potential commercial partners.

Opening date for submissions:  Submission Date: 10 July 2020
Closing date for submissions:    Submission Date: 24 July 2020

Background
A drive-in theatre or drive-in cinema is a form of cinema structure consisting of a large outdoor movie screen, a projection booth, a concession stands, and a large parking area for cars. Within this enclosed area, customers can view films from the privacy and comfort of their cars.

The screen can be as simple as a wall that is painted white, or it can be a steel truss structure with a complex finish. Drive-In screenings are uniquely positioned to limit physical contact yet provide a comfortable viewing space. With the right safety and healthy measures applied – Drive-Inns screenings can be implemented in the current lock-down provisions.

This can be extended, in a limited and safe way, to concession stands for youth-owned businesses to sell refreshments and masks and hand sanitizers to patrons upon entry. Stringent measures will be implemented at the point of entry to minimise risk.

Specific conditions are applicable and applicants need to take careful note of these conditions before applying.

Eligibility
For the interested service provider to be considered, they must meet the following requirements:
  • Must be a South African citizen
  • The Company to be at least 51% owned and managed by the applicant
  • The Company should have completed at least one outdoor screening event
  • Only previously disadvantaged SMMEs will be considered
  • The Company must indicate the ability to work with other local service providers

 Selection Criteria
Criteria that will be taken into consideration when assessing applications include:
  • The capacity of the company to meet the highest standards within strict COVID-19 guidelines
  • A clear understanding of budgeting and delivery within budget
  • A unique selling point concerning sustainability and contribution to transformation in the industry
  • An NFVF internal panel will be appointed to adjudicate applicants
  • The budget for each drive-in activation is capped at R150 000

Compulsory Application Requirements
All applicants must submit the following compulsory documentation:
  • CVs of key management
  • Budget and proposed screening schedule
  • Valid BBBEE Certificate
  • Original valid tax clearance certificate (MUST BE VALID FOR 3 MONTHS)
  • Company registration documents

Failure to submit any one of the compulsory documentation will render the application incomplete and therefore disqualified for consideration.

CLOSING DATE FOR SUBMISSIONS: Friday, 24 July 2020
NO LATE ENTRIES WILL BE CONSIDERED.

For proposal submissions and queries, kindly email:
distribution@nfvf.co.za or call 011 483 0880.

THE DOCUMENTARY IMPACT PRODUCER RELIEF FUND

The Documentary Impact Producer Relief Fund will provide grants of up to $4,000 to help alleviate the acute hardships faced by freelance impact producers working anywhere in the world in this time of economic uncertainty. Freelance and sole-proprietor impact producers, especially those from under resourced and underrepresented groups, are uniquely affected by the COVID-19 pandemic which has exacerbated the spectrum of historic inequalities they face. While emergency relief resources alone cannot address long-term career stability, the intent of this fund is to ensure impact producers, who we believe are vital to the documentary ecosystem, remain financially stable enough to continue this important work.

HOW LONG WILL THE FUND BE OPEN FOR?
There will be three funding rounds:

Round 1: Open June 3rd - June 8th
We were able to offer support to 132 colleagues from 27 countries including:
Argentina * Australia * Austria * Brazil * Canada * Chile * Colombia * Congo * Denmark * El Salvador * Ethiopia * France * India * Kenya * Mexico * Moldova * Nepal * Nigeria * New Zealand * Pakistan * Portugal * Russia * South Africa * Tunisia * United Kingdom * United States

Round 2: Open July 10th

Round 3: Open August 12th

HOW WILL THE RECIPIENTS BE CHOSEN?

This is a non-competitive process. The funds are not being given out on a first-come first-served basis, so don’t rush your application. At the close of each application period, all eligible applications will be entered into a pool and adjusted as needed to ensure fair representation from particularly vulnerable communities. The applications will then be randomized and processed.

CAN I READ THE APPLICATION BEFORE APPLYING?
